Under the 15-year-old Safe Harbor pact, companies that had met its data privacy standards could send information back and forth between the U.S. and the E.U. safe in the knowledge that they were not in violation of European privacy laws, said Victoria Espinel, president and CEO of the Software Alliance, an international trade group for software companies.
