BSA Calls the EU to Ground the Future Quantum Act on Openness and Deployment-Focused Investment
BRUSSELS — The Business Software Alliance (BSA) is urging the European Commission to ensure the forthcoming EU Quantum Act strengthens Europe’s competitiveness by prioritizing investment in deployment and software, openness in global supply chains, and coordinated policy action that does not overregulate innovation.
In its response to the call for evidence, BSA emphasizes that Europe will only unlock the economic and security benefits of quantum technologies if any future quantum legislation aligns EU and national strategies under a unified framework; accelerates the shift from research to deployment, particularly in quantum software, applications, and workforce development; and avoids protectionist measures that could isolate Europe from state-of-the-art technology and trusted global partners.
BSA also urges the EU to accelerate transition to Post-Quantum Cryptography, focusing on public–private cooperation, AI-enabled tools, and interoperability with international standards.
“Europe has extraordinary research strength; now the priority must be converting that into scalable, real-world capability,” said Irma Gudžiūnaitė, Director for Policy - EMEA at BSA. “A coherent, open, and deployment-focused quantum policy will give industry the confidence to innovate in Europe and reinforce the EU’s global leadership.”
