BSA: Bipartisan AI Bill Shows Growing Consensus on Countering Bias
WASHINGTON – BSA | The Software Alliance issued the following the introduction of the bipartisan Artificial Intelligence Research, Innovation, and Accountability Act of 2023 by Sens. John Thune (R-SD), Amy Klobuchar (D-MN), Roger Wicker (R-MS), John Hickenlooper (D-CO), Shelley Moore Capito (R-WV), and Ben Ray Luján (D-NM):
BSA appreciates the bipartisan work to craft and introduce the Artificial Intelligence Research, Innovation, and Accountability Act of 2023. This legislation is another sign of the growing recognition that Congress needs to act to establish new rules on artificial intelligence.
The legislation reflects the emerging consensus on the need for a risk-based approach to AI regulation that requires both developers and users of AI to assess and evaluate systems made for or deployed into high-risk contexts. This is a critical step to confronting the important issues of bias and discrimination, and aligns with the enterprise software industry’s consistent advocacy for legislation to address those concerns. Setting thoughtful rules for AI benefits our economy, and Congress should take action to establish rules that build trust and elevate standards for how AI is used.
BSA looks forward to working with the sponsors and other leaders in Congress to help pass meaningful legislation into law. As members of Congress put forward more legislation, and as the White House Executive Order starts to be implemented, we encourage policymakers to forge policies that result in consistency and clarity.
