BSA: Connecticut AI Bill Takes Workable Approach
SB 2 Appropriately Focuses on Proven Tools to Manage High-Risk AI
WASHINGTON – Matthew Lenz, Senior Director of State Advocacy at BSA | The Software Alliance, issued the following statement regarding the latest version of Connecticut SB 2, legislation involving the regulation of artificial intelligence.
"BSA | The Software Alliance commends Connecticut Sen. James Maroney’s efforts to build trust in AI and spread its benefits through effective and workable rules to mitigate AI risks. Connecticut SB 2 is a leading contribution to the debate over AI policy in the United States, and BSA appreciates Sen. Maroney’s continued engagement with stakeholders across civil society and industry to constructively shape the legislation during its development.
The core of SB 2 appropriately focuses on high-risk AI uses, requiring both impact assessments and risk management programs to combat discrimination. This legislation assigns obligations to both developers and deployers of high-risk AI systems and takes a generally workable approach toward addressing real concerns about AI through meaningful policy tools.
BSA will continue to assess the latest version of SB 2 to consider how it impacts enterprise software companies and its effectiveness in establishing a strong and workable regulatory framework for AI. Although federal laws remain the best way to address concerns about high-risk uses of AI and spur the adoption of AI-enabled tools across the economy, we appreciate Sen. Maroney’s engagement with other state legislators to promote consistency in how US states address AI. BSA will continue to work with state lawmakers across the US who are pursuing AI legislation, but also continues to call upon members of Congress to pass legislation addressing high-risk uses of AI."
