BSA Expands Privacy Presence with Addition of Kate Goodloe
WASHINGTON – September 3, 2019 – BSA | The Software Alliance is expanding its robust privacy team with the addition of Kate Goodloe, who joins BSA today as a Director of Policy. Based in DC, Kate will provide global policy counsel and advocacy on key issues for the software industry, focusing on privacy and related data flow issues, as well as artificial intelligence, law enforcement access, and more.

Her expertise will be invaluable as we navigate legal challenges to the EU-US Privacy Shield, data protection proposals in India, and the path to strong federal privacy legislation in the United States.”
Kate comes to BSA from Covington & Burling, LLP, where as Senior Associate, Privacy & Cybersecurity, she counseled technology companies on a range of privacy and law enforcement access issues. In her time at Covington, Kate represented companies in privacy-related litigation, as well as in investigations by the FTC and Congress, and counseled clients on obligations under the Stored Communications Act, Wiretap Act, Foreign Intelligence Surveillance Act, and Communications Assistance for Law Enforcement Act. Kate also served as a Law Clerk for the Honorable J. Frederick Motz of the U.S. District Court for the District of Maryland in Baltimore, MD. Kate holds a Bachelor of Journalism from University of Missouri in Columbia, MO and a J.D. from New York University School of Law in New York, NY.
