BSA’s submission to the European Commission on the proposed EU Quantum Act outlines a strategy to strengthen Europe’s competitiveness by prioritizing coordinated governance, investment in deployment and quantum software, and open, globally connected supply chains. BSA calls for a unified EU framework that aligns national and EU-level efforts; accelerates the transition from research to real-world applications, including workforce development; and avoids protectionist measures that could limit Europe’s access to global innovation. The submission also emphasizes the need to speed the adoption of Post-Quantum Cryptography through public–private cooperation and interoperable standards. Together, these recommendations aim to help Europe translate its scientific excellence into scalable quantum capabilities and long-term economic and security leadership.
