BSA | The Software Alliance Welcomes Ha McNeill as Chief Operating Officer

Adam Coates promoted to BSA’s General Counsel and Vice President

Washington – Sept. 9, 2019 – Ha McNeill is returning to BSA | The Software Alliance to serve as the organization’s Chief Operating Officer. In this new role, McNeill will help drive BSA’s strategic direction, including oversight of all revenue-generating functions.

In addition, Adam Coates is being promoted to BSA’s General Counsel and Vice President.

Prior to her return to BSA, McNeill was Chief of Staff for the Transportation Security Administration (TSA) for the past two years. In this role, she served as a key advisor to the Administrator of TSA on a variety of issues. She established and led the agency-level strategy, policy, and innovation functions as well as oversaw the teams responsible for enterprise risk, public affairs, and legislative affairs. Before that, McNeill held the position of Chief of Staff and Vice President of Operations at BSA where she contributed to the long-term development plans for the organization and led priority initiatives, including helping to establish Software.org: the BSA Foundation, an independent and nonpartisan international research organization focused on raising awareness of software’s impact on society. McNeill served two tours in the White House, first in 2010 with the Intellectual Property Enforcement Coordinator’s Office and subsequently in 2012 with the National Security Council as the Director of Aviation Security.

Throughout her career, McNeill has garnered significant experience working in federal government, focusing on issues such as national security, international trade, intellectual property, international relations and transportation security. McNeill is a graduate of the University of California and holds a master’s in public policy from Harvard University’s John F. Kennedy School of Government.
