BSA respectfully submit these recommendations to the Government of Japan and the Government of the United States regarding implementation of the Memorandum of Cooperation Regarding the Technology Prosperity Deal, signed at Tokyo on October 28, 2025 (the "TPD" or "MOC"). We urge both governments to adopt, as an early implementation outcome under the TPD, a reciprocal continuity of service commitment, paired with an advance notification and consultation mechanism.
