EU: BSA Responses to the Questionnaire on the Review of EU Public Procurement Rules

In the questionnaire, BSA argues that EU procurement rules should remain open and avoid “Made in Europe” or EU-only criteria. As agreed in the EMEA Policy Committee meeting, BSA’s responses focus on questions related to sovereignty and “Made in Europe” criteria and do not address technical procurement aspects. Accordingly, BSA did not respond to the first part of the questionnaire, which focuses on ranking overall priorities and includes highly technical elements. BSA’s answers to the second part of the questionnaire concentrate on sovereignty issues and reiterate support for digital transformation and simplification efforts.

BSA argues that protectionist approaches shrink competition, raise costs, reduce service quality, and limit access to state-of-the-art cloud, cybersecurity, and other digital technologies, while also overlooking global supply-chain dependencies and slowing digital transformation. An open, interoperability-focused approach delivers better outcomes.
