BSA further recommends limiting regulatory obligations such as the general authorisation regime to traditional public electronic communications providers, avoiding overregulation of the broader digital ecosystem. The paper also rejects the introduction of a voluntary conciliation mechanism, which could potentially lead to the creation of network fees, warning these could distort the interconnection market, undermine net neutrality, and increase costs for businesses and consumers.
