BSA Offers Ideas to Spur EU’s Quantum Development and Adoption

BRUSSELS — As the European Commission moves to adopt its first comprehensive quantum strategy, the Business Software Alliance (BSA) has welcomed the initiative and submitted recommendations aimed at helping Europe unlock the full potential of this groundbreaking technology. With the public consultation now closing, BSA signals strong interest in the EU’s quantum agenda and reaffirms its commitment to staying closely engaged on behalf of the enterprise software industry.

BSA’s recommendations include a 10-point, coordinated, and forward-looking approach to quantum policy. Among those recommendations, the filing encourages the EU to:

  • Appoint a dedicated quantum coordinator; 
  • Ensure targeted investment in research and innovation; 
  • Support businesses working on secure and advanced quantum technologies, and; 
  • Build a clear roadmap to encourage adoption across sectors such as finance, energy, logistics, and healthcare. 

BSA also urged greater international cooperation, pilot programmes in post-quantum cryptography, and a long-term focus on education and skills to build a resilient quantum workforce.

“Quantum technology is emerging as a transformative force that will reshape everything from digital security to climate research,” said Irma Gudžiūnaitė, Policy Director for EMEA at BSA. “BSA’s response to the call for evidence provides a roadmap to guide the development and eventual adoption of quantum technology across Europe.”

Quantum technology has the potential to enhance how societies address complex challenges significantly. As governments and industries step up their quantum ambitions, Europe’s leadership will be vital. BSA’s members are already investing in quantum solutions, and we will continue to work with policymakers to ensure the technology is developed and deployed responsibly, for the benefit of all.
