BSA: AB 1018 Amendments Don't Resolve Concerns
Business Software Alliance Senior Vice President of US Government Relations Craig Albright issued the following statement regarding the recent amendments made to California AB 1018.
"BSA remains opposed to AB 1018. Eleventh-hour changes to the bill do not resolve core concerns that it would sweep many everyday uses of artificial intelligence (AI) into an unworkable regulatory regime and create barriers to AI innovation and adoption in California.
Despite amendments, the legislation’s definition of 'consequential decisions' and other terms remain so broad that they would capture routine and low-risk uses of AI. The addition of a 'profiling' concept does little to narrow that scope. At the same time, the bill still misaligns responsibility across much of the AI value chain—subjecting companies with no role in, or visibility into, how an AI system is ultimately deployed into an untested audit regime. That approach risks chilling innovation and discouraging responsible adoption of AI tools in California.
California should reverse course on AB 1018. The state can’t afford to get AI regulation wrong—and this bill fails that test."
