The US-Mexico-Canada Agreement, or USMCA, contains the most robust set of digital provisions in any international trade accord, including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership that took effect last year. It would replace the existing North American Free Trade Agreement, or NAFTA, which took effect in 1994. When NAFTA was being negotiated, the “digital revolution was in its infancy,” the Office of the US Trade Representative said in a statement.
The software industry welcomed the announcement. “The software that powers our daily lives depends on the rapid and seamless movement of data across borders,” said Craig Albright, vice president of legislative strategy at BSA | The Software Alliance.
