BSA US Policy Agenda Calls for AI Action in 2024
BSA | The Software Alliance launched its 2024 US Policy Agenda on Monday, outlining the steps the enterprise software industry will urge policymakers in the United States to take to spread the benefits of responsible AI and other enterprise technology across the economy.
Topping BSA’s 2024 agenda are policies to build trust in artificial intelligence and encourage its adoption – namely through passing laws related to bias and discrimination risks of AI. BSA has been the leading tech voice for specific artificial intelligence legislation over the past year.
“Members of Congress, the Biden administration, and state lawmakers devoted the past year to learning more about AI and its potential for profound impact for our economy and society,” said BSA Senior Vice President for US Government Relations Craig Albright. “BSA’s 2024 agenda shows how US officials can now act: by further advancing guardrails that build trust in AI and encourage its adoption, and by streamlining rules to make sure the government itself can utilize AI, cloud services, and other technology to better deliver services.”
As BSA recently detailed, the White House will initiate dozens of federal agency actions on AI this year as part of implementing President Biden’s executive order on AI. At the same time, state legislation on AI skyrocketed by 440% in 2023; the US Congress is also considering different AI bills following an intensive series of hearings and listening sessions last year.
The 2024 agenda offers a glimpse of the broad range of policies sought by enterprise software companies in the year to come, including:
- Trustworthy AI: Supporting legislation that requires impact assessments for high-risk uses of AI
- Strong data privacy: Passing a clear and modern national privacy law to ensure consistent and high privacy standards
- Smart and effective cybersecurity: Securing critical infrastructure, enterprise technology, and consumer products through harmonized policies across government
- Robust digital trade: Strong, enforceable digital trade rules that supports job creation and the ability to move data across borders
- Modernizing government IT: Establishing requirements for commercial and technology-neutral solutions will empower governments to meet the needs of their citizens, while taking advantage of new technologies.
BSA’s 2024 agenda builds on a consistent series of work over the past year to distinguish enterprise software companies with lawmakers. BSA CEO Victoria Espinel testified twice before Congress on AI and privacy, along with BSA staff experts who also testified before lawmakers. BSA additionally launched its first formal US government procurement agenda in late 2023. Additionally, BSA has been a consistent advocate for cybersecurity policies to enable dynamic defenses against malicious actors, and digital trade policies that enable businesses across the economy to responsibly manage their use of data worldwide.
