BSA Calls for First National Agenda for Digital Transformation
WASHINGTON – Victoria Espinel, President and CEO of BSA | The Software Alliance, on Wednesday wrote House and Senate leaders in both parties calling on lawmakers to advance the first National Agenda for Digital Transformation this Congress.
A concerted national focus on policies to advance digital transformation will help ensure US leadership in developing tech policy, Espinel wrote to Speaker McCarthy, Leader Schumer, Leader Jeffries, and Leader McConnell.
“American industry needs US leadership on digital transformation and, specifically, for Congress to establish strong and clear national laws on technology policy. For too long, the United States has allowed others to set the policy trajectory governing technology and digital tools used throughout the economy. This new Congress must ensure that the United States plays an active leadership role in shaping technology policy by advancing a comprehensive digital transformation agenda.”

The letter offers the enterprise software industry’s solutions-oriented agenda for action this Congress, which is contained within BSA’s broader 2023 Policy Agenda launched on Wednesday. The letter also comes as President Biden recently called for action on several tech issues, including the type of robust, national privacy law that BSA supports.
The letter notes as well that the previous Congress offered strong evidence for bipartisan support on action of top tech priorities, including passage of the CHIPS Act, and bipartisan action to advance federal privacy legislation in the House.
