BSA: National Trade Estimate Highlights Digital Barriers
Opportunities for Agreements to Protect Data Transfers
WASHINGTON – Business Software Alliance (BSA) Senior Vice President of Global Policy Aaron Cooper made the following statement following the release of the National Trade Estimate by the US Trade Representative:
“BSA welcomes sections of the 2025 National Trade Estimate highlighting challenges for US businesses and US workers, including restrictions on cross-border data transfers, data localization mandates, and other market access barriers, particularly those affecting US enterprise software. By identifying these barriers, the US Trade Representative has created opportunities to engage trading partners on high-standard digital agreements that enable software developers to serve global customers and strengthen responsible cross-border data transfers that are critical to every industry."
