BSA Sends Tech Policy Recommendations to Trump Transition
WASHINGTON – BSA | The Software Alliance shared a detailed list of tech policy recommendations to President-elect Donald Trump’s transition team this week, highlighting specific opportunities to realize technology policy leadership and build upon a policy foundation established across multiple administrations.
The recommendations to the transition team outline the enterprise software industry’s constructive solutions in issue areas including artificial intelligence (AI), privacy, international data policy, cybersecurity, supply chain resilience and security, intellectual property, and procurement.

The document highlights key opportunities, including:
- Bolstering AI innovation to ensure US leadership in development and adoption, harness its capabilities for strategic competitiveness, and deploy US leadership in shaping a global approach.
- Promoting government use of technology through streamlining certification requirements, encouraging competition for government use of cloud services, and adopting commercial software to deliver better public services more efficiently.
- Reforming cybersecurity regulations to avoid overlap, tailor reporting requirements, provide safe harbor for developers who use best practices, and partner with industry to develop and identify common metrics to assess cybersecurity performance.
- Making new deals with global partners that build upon gold-standard provisions in the US-Mexico-Canada Agreement and US-Japan trade agreements, establish global consistency with how the US handles data issues, and prohibit data transfer restrictions and data localization requirements.
