BSA Launches Global Sovereignty Agenda to Advance Digital Resilience, Security, and Choice

WASHINGTON — The Business Software Alliance (BSA) today released its first Global Sovereignty Agenda, outlining how governments can advance digital sovereignty by strengthening resilience, diversifying technology supply chains, and deepening trusted international partnerships.

As governments worldwide examine their dependence on critical technologies, BSA’s agenda urges policymakers to build greater technological capacity and security through objective, risk-based approaches rather than blanket restrictions based on provider nationality or measures that limit data flows and technology choice.

“Enterprise software companies are worldwide leaders in privacy, security, reliability, and governance practices that help companies and governments adopt AI with trust and confidence,” said BSA CEO Victoria Espinel. “By aligning their policies with these practices and ensuring commitments of continued basic services among allies, governments can realize their digital sovereignty goals without closing off choice.”

The Global Sovereignty Agenda calls on governments to:

  • Commit to continuity of digital services with likeminded partners
  • Establish early warning and consultation practices to cooperatively manage cross-border service issues
  • Support non-discrimination in government promotion of local tech entrepreneurship
  • Invest in high-performance compute and digital infrastructure
  • Use transparent, risk- and capability-based procurement security criteria
  • Align standards for data, cyber, and supply-chain risk management that empower user choice

The Agenda builds on BSA’s longstanding work to advance an approach to digital sovereignty grounded in resilience, security, openness, and access to trusted technologies. BSA urges governments to evaluate technology providers based on objective security and capability criteria rather than national origin, while also calling for stronger cooperation among allies to ensure continuity of digital services during periods of geopolitical or economic disruption.
