BSA Launches Quantum Policy Agenda
WASHINGTON – The Business Software Alliance (BSA) today released its inaugural policy agenda on quantum computing, presenting a strategic roadmap to help governments accelerate the development, deployment, and secure adoption of quantum technologies.
As innovation in quantum hardware and software continues to advance rapidly, BSA’s policy agenda outlines actionable steps that policymakers can take now to drive commercialization and prepare national infrastructure, industries, and institutions for a quantum future.
“With quantum supremacy approaching as the next watershed moment in tech policy, BSA is working to ensure policymakers around the world are prepared,” said BSA Senior Vice President of Global Policy Aaron Cooper. “Harnessing the extraordinary capabilities of quantum computing requires immediate action to both accelerate the technology’s commercialization and safeguard encrypted assets.”
The policy agenda identifies six priority actions to guide national and international leadership on quantum readiness:
- Invest in quantum infrastructure and software together to accelerate real-world deployment and applications.
- Conduct a strategic government review to identify industries best positioned to adopt and benefit from quantum advancements.
- Establish workforce initiatives focused on developing skills across quantum hardware, software, and algorithm development.
- Adopt a national quantum strategy with defined goals, agency responsibilities, timelines, and accountability mechanisms.
- Strengthen international cooperation on security frameworks, technology-sharing agreements, and coordinated export controls.
- Develop a national transition plan for upgrading to post- quantum cryptography to protect digital infrastructure against emerging threats.
