BSA Welcomes EU Quantum Strategy as Strong Foundation for Industry Partnership and Innovation

BRUSSELS – The Business Software Alliance (BSA) released the following statement in response to the European Commission’s publication of the EU Quantum Strategy: 

“BSA welcomes the EU Quantum Strategy and supports the Commission’s decision to position quantum technologies as a strategic priority for Europe’s digital and industrial future. The strategy reflects a strong understanding of both the opportunities and the challenges ahead and aligns closely with many of the policy recommendations BSA has put forward. 

We are particularly encouraged by the emphasis on moving beyond scientific discovery to real-world applications, advancing development of applications for public and industrial use, and promoting international cooperation. The inclusion of post-quantum cryptography (PQC) as a core priority is also a welcome step. The accompanying Recommendation and Roadmap for the transition to PQC outlines a structured and credible approach to modernizing encryption systems, while also laying the groundwork for the secure deployment of quantum computing across Europe. 

The enterprise software industry will be central to the success of this strategy. BSA members are already developing secure, AI-enabled, and cloud-based systems that can support the integration of quantum technologies into real-world applications. Their experience with scalable platforms, interoperability, and cross-border services will be important in ensuring that Europe's quantum ecosystem is open, secure, and internationally competitive. 

As the strategy moves into its implementation phase, sustained coordination among the Commission, Member States, and industry will be essential. Delivering on these goals will require clear timelines, adequate investment, and a regulatory environment that supports adoption while encouraging innovation. BSA looks forward to continuing its engagement with EU institutions and the wider quantum community in supporting this agenda.” 

In early May 2025, BSA submitted detailed recommendations to the European Commission as part of its consultation on the Quantum Strategy. BSA has also been actively engaged in PQC policy, urging governments to prepare for the post-quantum transition. We remain committed to supporting policies that foster secure, innovation-driven, and market-ready quantum development across Europe.
