The United States must ensure it retains a competitive advantage in the development of cutting-edge technologies through its economic competitiveness and national security prerogatives. The incoming Administration has an opportunity to work with like-minded partners to rebalance its relationship with China, bolster coordination with allied economies, and control the outflow of sensitive technologies while maintaining visibility into technological innovations abroad.
