EU: Business Software Alliance’s Response to the Digital Sovereignty Task Force

BSA’s response to the Franco-German Digital Sovereignty Task Force consultation supports the EU’s objective of strengthening digital sovereignty while cautioning against approaches based on geographic origin or protectionism. The submission advocates for a trust-based and risk-based framework that prioritizes security, interoperability, resilience, and accountability over location-based requirements. BSA emphasizes the importance of open standards, international cooperation, multi-cloud strategies, and outcome-based procurement, while warning that localization mandates and origin-based criteria could undermine competition, innovation, and Europe’s digital competitiveness.
