Keeping the Door Open: The EU's Path to Digital Sovereignty

This paper sets out BSA’s roadmap for a practical and open approach to Europe’s digital sovereignty. It argues that Europe can strengthen its autonomy by building its digital capabilities up—not by shutting partners out—and offers concrete recommendations on interoperability, risk-based and technology-neutral governance, cybersecurity, secure cross-border data flows, public procurement, and digital skills. The paper highlights how global software companies already support Europe’s resilience and outlines how policymakers can advance sovereignty through openness, cooperation, and strong standards.
