US: BSA Comments on National Strategic Plan for Advanced Manufacturing

BSA recommends that the US National Strategic Plan for Advanced Manufacturing explicitly prioritize enterprise software and AI as central drivers of manufacturing competitiveness, incorporate BSA’s US Enterprise AI Adoption Agenda by advancing workforce development, infrastructure investment, and clear governance frameworks, and strengthen the US innovation system by improving patent quality and ensuring effective use of Inter Partes Review (IPR) to eliminate invalid patents. BSA further urges policymakers to sustain US leadership in enterprise software, support AI adoption through coordinated national policies, and reform USPTO practices to reduce low-quality patents and prevent abuse by non-practicing entities that undermine US manufacturing competitiveness and national security.
