The Business Software Alliance (BSA) urges the Senate Commerce Committee to adopt a federal AI legislative framework that promotes innovation while protecting against meaningful risks through a risk-based, role-based regulatory approach. The letter recommends targeted transparency requirements, machine-readable content provenance standards, narrowly tailored safeguards for frontier AI models that pose national security risks, and a single national AI standard that preempts a patchwork of state laws. It also calls on Congress to accelerate AI adoption by investing in research and development, workforce training, AI standards, and initiatives such as the National AI Research Resource and the Center for AI Standards and Innovation.
BSA recommends adopting narrowly defined and risk-based data classification, refraining from introducing new requirements for cross-border data transfers, adopt internationally recognized personal data transfer mechanisms without additional requirements, and ensure that Vietnam’s broader legal framework supports AI innovation, among others.
