US: BSA Submission to USG re Indian Digital Trade Barriers

BSA urges the US to secure exemptions for software and cloud services from India’s “Make in India” local content rules in public sector procurement and to eliminate restrictive data localization and transfer regulations. BSA calls for the removal of such barriers across multiple Indian agencies and frameworks, including the Digital Personal Data Protection Rules, CERT-In directions, and RBI and SEBI mandates. These steps would enhance US firms’ access to India’s market, safeguard innovation, and promote a fair digital trade environment.
