BSA Expands IT Modernization and Procurement Work With New Hire

WASHINGTON – BSA | The Software Alliance announced the expansion of its federal government procurement work with the addition of Jessica Salmoiraghi, who joins the trade association as Senior Director for IT Modernization and Procurement.

A former Chief Acquisition Officer and Associate Administrator for the General Services Administration, Salmoiraghi brings over 15 years of experience in government contracting and procurement work to BSA.

“Modernizing government IT and procurement systems through access to software, digital identity tools, AI technologies, and cloud computing services is one of BSA’s growing priorities,” said Craig Albright, Vice President of US Government Relations at BSA. “We’re delighted to have Jessica lead the expansion of our program. She brings a proven track record of success to BSA that will help address the challenge of improving how the federal government leverages technology to modernize its services.”

Based in Washington, DC, Salmoiraghi brings to BSA extensive knowledge and experience in government procurement, having most recently served as Executive Vice President of Shared and Managed Services at Golden Key Group. During her time at GSA, Salmoiraghi managed over 200 staff and led a variety of initiatives from modernizing federal back-office processes to securing federal IT.

Salmoiraghi previously worked in various trade association roles including serving as Director of Federal Agencies and International Programs at the American Council of Engineering Companies, and as Director of Federal Relations and Counsel at the American Institute of Architects, where she directed national trade association advocacy on procurement policies before Congress and federal agencies.
