EU: BSA Calls for Open, Collaborative Approach to Post-Quantum Cryptography Transition

BRUSSELS - The Business Software Alliance (BSA) encourages the EU to adopt an open, collaborative approach by engaging global business-to-business software sector leaders in the further development of the Coordinated Implementation Roadmap for the Transition to Post-Quantum Cryptography (PQC). Given the transnational nature of digital infrastructures and supply chains, international cooperation beyond the EU will be essential to achieve PQC preparedness.

In its submission to the NIS Cooperation Group’s consultation on the Roadmap, BSA underscores the importance of early preparation, robust pilot programs, and international alignment, while highlighting opportunities to strengthen the EU’s approach through greater public–private collaboration, stronger transparency mechanisms, and explicit recognition of artificial intelligence as a strategic enabler of PQC migration.

“Transitioning to post-quantum cryptography is a national and economic security imperative,” said Irma Gudžiūnaitė, Director, Policy – EMEA at BSA. “By engaging enterprise software providers and international partners, Europe can accelerate progress toward a timely and coordinated migration to quantum-safe systems.”

Earlier this year, BSA welcomed the Commission’s Recommendation on PQC, including its ambitious goal of PQC adoption by 2030, beginning with pilot programs in 2026.
